Dr. Fish will be responsible for the overall execution of the contract, including the design and supervision of all sampling and laboratory procedures. He will be responsible for quality assurance and quality control (QA/QC) checks. He will be the primary liaison with BES personnel and will hold regular meetings (at least quarterly) with BES staffers to update them on the progress of the project and to receive feedback from them. He will prepare quarterly written progress reports to BES and will prepare and revise the final technical report.
The research technician (Ms. Cheryl Martin) will be responsible for routine laboratory tasks, sample management, equipment maintenance, carrying out equilibrium adsorption experiments, and routine quality assurance procedures. She will also provide other laboratory support services as needed.
The graduate student research assistant (Ms. Liujin Yu) is a Ph.D. candidate at OGI. She will assist Dr. Fish in the design of the kinetic and particle dynamic studies. She will also be responsible for sediment characterization and for carrying out the kinetic and particle dynamic experiments. He duties will also include the organization and presentation of the data in formats compatible with modeling efforts to be conducted by other BES contractors.
The hourly rates for each of the personnel include the fringe benefits and all indirect costs. Fringe benefits are calculated as 36% of faculty and staff wages or salary and 12.5% of graduate student stipends. This rate was negotiated with OGI by the federal government through the Dept. of Health and Human Services (DHHS) and is the rate that OGI applies to all grants and contracts with government agencies. The terms of the DHHS agreement are shown in the attached forms. The fringe pool for staff and faculty includes medical and family leave, vacation time, and a basic health care package. The fringe pool for students includes only a health care package.
